Passive Defense Week presents a valuable opportunity to reaffirm the importance of national intelligence, infrastructural preparedness, and sustainable security against contemporary threats. As a fundamental component of national authority, passive defense constitutes a wise and preventative strategy for safeguarding the nation's human, scientific, and technological capital—an approach implemented not through military means, but through knowledge, strategic thinking, and meticulous planning.

In the modern era, with the proliferation of new technologies and society's increasing dependence on data, energy, and critical infrastructures, adherence to the principles of passive defense has become more critical than ever. In this context, universities play a pivotal role as centers for knowledge production and the cultivation of specialized personnel. They provide the foundation for strategic scientific research and the development of indigenous knowledge in fields related to national security and resilience.

The University of Kurdistan, steadfast in its commitment to its scientific and national mission, is determined to institutionalize the concepts of passive defense across its educational, research, infrastructural, and organizational domains. This includes efforts ranging from reinforcing physical facilities to enhancing information security and promoting a culture of preparedness within the academic community.
