The National Focal Point for Iraqi Kurdistan Regional Government (KRG)
Introduction
National focal points of international scientific cooperation, in line with the policy of the Center for International Scientific Cooperation, were created in 2013 by the Ministry of Science, Research and Technology to organize new international scientific collaborations with focus on policymaking, monitoring, support and decentralization of executive duties and implementation of programmes, follow-up and synergy at institutional level in a coherent and cluster organizational structure. During several consultative meetings, the views of a selected number of universities and higher education institutes were obtained, and after consultation with some vice presidents and heads of international offices, the initial list of national focal points and its temporary executive instructions reached the hearing and opinion of the highest authority of the ministry in December 2015. After the initial approval and support of Dr. Farhadi for this plan, the decrees of the head of 15 national authorities were issued.
The main mission of the focal point is to design, plan and implement programmes for the development of scientific cooperation with the target country through the participation of universities and research and technology centers, particularly member universities and research and technology centers, and the establishment and implementation of joint educational courses, recruiting foreign students, conducting joint research projects, providing study opportunities, exchange of academic staff and students, holding meetings, workshops and scientific seminars and any programme that leads to the development and deepening of international bilateral activities.
The main objectives of these focal points are as follows:

- to attract participation and decentralization of the international scientific executive activities of the Ministry of Science, Research and Technology;
- directing the centers' responsibilities towards policymaking, monitoring, support and evaluation of international scientific activities of universities and research and technology centers;
- using the capacities of universities and research and technology centers in the development of international scientific cooperation;
- aiding internationalization as a necessary principle in the scientific interactions of universities and research and technology centers;
- identifying the operational, policy-making, executive stages and determining the priorities of international scientific cooperation, and determining cooperation priorities based on goals, needs and facilities; and
- pushing international scientific cooperation towards content-oriented cooperation.
